Job Introduction

DHU Healthcare CIC (DHU) and East Midlands Ambulance Service (EMAS), in partnership, are transforming the way that our two organisations work together. 

Harnessing our key principals around provider collaboration as described in the constitution of the Integrated Care Systems and the current health system delivery model, we are recruiting for an experienced agent for change who can bridge our two organisations to further enhance and standardise our frontline patient focus.

As our new Programme Director, responsible for integrating 111, 999 and Urgent & Emergency Care (UEC) across the East Midlands, you will enable the co-design of a set of changes based on short, medium, and long-term positive impacts for our patients.

At DHU, we will be hosting the programme and your employment for the duration of the contract though the role will be jointly accountable to both DHU and EMAS and will also have oversight from NHS Derby and Derbyshire Integrated Care Board (the ICB), ensuring alignment with the ICB Urgent and Emergency Care Team and the wider East Midlands ICBs through the Integrated 999/111 Commissioning Team.
 
The Programme
 
The role will be working across EMAS and DHU responsible for supporting the delivery of key strategic priorities for the transformation of UEC pathways between 999 and NHS111, ensuring systems and processes are put in place to achieve sustained improvements in patient outcomes and service excellence. 
 
Together we will support the delivery of agreed national targets for Urgent & Emergency Care, key successes, and the development of associated tasks, such as category ambulance revalidation, DOS developments, ambulance handover delays,
 
The role will support the respective UEC Improvement & Transformation teams on the development of pathways to support urgent care provision, alternative pathways, and appropriate admission avoidance across the East Midlands ICBs, including the streamlining of access to Urgent Community Response services across the East Midlands.
 
The post holder will hold a portfolio of service redesign projects and lead the implementation of service redesign as required, within the bounds of the agreed set of joint priority areas reporting as required to the respective organisational oversight boards as required, presenting plans, progress to date, risks and future planned actions.
 
The post holder will explore and present appropriate benchmarking data, best practice, and key performance indicators to support the cases for change to both partner organisations whilst delivering clear, transparent metrics between partner organisations to aid monitoring of progress and key deliverables.
 
What We Are Looking For

  • Demonstrable experience in delivering transformational change programmes within a healthcare environment.
  • Experience of developing cases for change, business cases and change programmes for large, complex organisations.
  • Excellent communicator, experienced in building relationships quickly and effectively across a matrixed environment, ever mindful of competing and mixed priorities from multiple stakeholders.
  • Ability to implement measures to record and monitor progress against a wide range of deliverables, underpinned by a tenacious ability to understand complex datasets and service delivery models in the context of service redesign.
  • The ability to process map, process redesign and support process change through own experience and through working with others across a federated environment.
  • Excellent presentation skills with ability to effectively deliver to, engage with and influence a wide range of stakeholders at all levels and types of organisations.
  • Strong personal resilience, with a self-starting ability to be inquisitive and seek opportunities for improvement and change whilst confident to challenge the status quo; unafraid to question the obvious or precedent.
